Case Assignment
For this Case Assignment, you will become familiar with the NRF, especially in regard to acts of terrorism. Many people assume that terrorists are persons living overseas who would do harm to those in other countries. Actually, there has been a proliferation of terrorists on U.S. soil—known as “homegrown terrorists,” “lone wolf operatives,” and those infiltrating known groups (e.g., animal rights groups, anti-abortionists).
In order to respond to the following questions, review the Background reading:

2. Review of the Department’s preparation to respond to a WMD incident (2010), U.S. Department of Justice, I-2010-004. http://www.justice.gov/oig/reports/plus/e1004.pdf

Respond to the following:
1. How is a response to destruction from a terrorist incident different from a response to a natural disaster? Be specific, give examples, and quote from the readings.
2. You are a volunteer for the American Red Cross. You are to enter a scene of destruction in order to assist wounded victims. What are some precautions that you must take? What are some restrictions placed on you? From whom do you receive clearance?
3. First responders should isolate hazards by establishing control zones. There are three types of control zones. List them and give examples. Cite your sources.
Assignment Expectations
Length: Case Assignments should be at least three pages long.
References: At least two references should be included from academic sources (e.g., peer-reviewed journal articles). Required readings are included. The references should be cited within the text and also listed at the end of the assignment in the References section (preferably in APA format).
Quoted material should not exceed 10% of the total paper (since the focus of these assignments is critical thinking). Use your own words and build on the ideas of others. When material is copied verbatim from external sources, it must be enclosed in quotes.
Organization: Subheadings should be used to organize your paper.

Partnerships and the Emergency Response Plan
The Session Long Project for this course is to examine partnerships of five essential sectors to an effective Emergency Response Plan (ERP)—using the National Response Framework (NRF) as a guide.
These partnerships are:
• Nongovernmental organizations (NGOs) and volunteer partnerships
• Military partnerships: humanitarian/support role
• Local, state, and federal partnerships
• Private sector partnerships
• Local fire department/law enforcement partnerships
We will now consider the first partnership: nongovernmental organizations (NGOs) and volunteer partnerships.
Respond to the following:
The NRF contains guidelines for NGO and volunteer involvement in the aftermath of a disaster. An effective ERP should have language addressing their involvement locally.
1. Locate in the NRF guidelines NGO and volunteer management. Cite your sources: title, location, page number.
2. Locate the appropriate NRF Annex for the American Red Cross. Choose two functions and relate them to an effective ERP. In other words, how and what would be the functions of the Red Cross according to an ideal Emergency Response Plan? Cite your sources by location, title, and page number.
3. Which NGOs and/or volunteer organizations would you include in this plan, and why? Be specific.
