Imagine that you are a government employee (or military personnel). You have received a proposal from a contractor for a two-billion-dollar ($2,000,000,000) project for the purchase of fifty (52) towers to be installed on the Arizona-Mexico border. Each tower will have radar, night vision, and day vision with 7.5- mile range. You have been appointed as the Chairman of the Source Selection Evaluation Team.

Write a four to six (4-6) page paper in which you:
1. Defend the purpose of technical evaluations in regard to:
a. the importance of integrity and fairness.
b. the factors used to determine the competitive range.
2. Create an outline of the final technical evaluation report
3. Determine the factors to consider when evaluating price reasonableness.
4. Examine different methods of price analysis. Determine which price analysis method would fit best in this scenario. Support your reasoning.
5. Use at least three (3) quality academic resources in this assignment. Note: Wikipedia and other Websites do not qualify as academic resources.

Your assignment must follow these formatting requirements:
Be typed, double spaced, using Times New Roman font (size 12), with one-inch margins on all sides; citations and references must follow APA or school-specific format. Check with your professor for any additional instructions.

2.      Create an outline of the final technical evaluation report. (Dr. Vics Tips: per Compton (2012, p.p. 142, 144), evaluations may be conducted in any manner, however they must be evaluated based on the evaluation criteria and the requirements set forth in the solicitation issued to the public; thus based on your learned knowledge and information from Compton, p.p. 142-145 particularly p. 145 and p.p. 153-154 including Exhibit 12-2 on p. 154, please create a minimum of a four level outline with sub-portions to the outline depicting appropriate technical evaluation factors from the assignment scenario.

3.      Determine the factors to consider when evaluating price reasonableness.(Dr. Vics Tips: Please define the main factor (which has two elements):Fair and Reasonable per Compton, p.p. 159-160. This factor is also the main reason to evaluate price reasonableness.

4.      Examine different methods of price analysis. Determine which price analysis method would fit best in this scenario. Support your reasoning. (Dr. Vics Tips: Please review the Price Analysis portion of Compton, Ch. 13, p.p. 169-173, and note that the FAR is cited [FAR 15.404-1(b)(2)] for seven suggested techniques and procedures for ensuring fair price analysis please locate and list these seven and then you may concentrate your discussion on the two main suggested techniques reviewed on Compton, p.p. 170-171. Finally, make a determination, based on your research of techniques, which would best suit the assignment scenario).
